Phil was born in Oklahoma City, OK to Robert L. and Lucille Elkins on June 1, 1942, and went to be with his Lord and Savoir on August 11, 2021, in Panama City, FL. Phil was predeceased by his mother and father, as well as his son Wayne Elkins and his brother Robert (Robbie) Elkins and half-brother Gene Alley.

Phil is survived by his loving wife, Vicki Bradford Elkins of Panama City, FL, his son David Elkins (Nichole) of Abilene, TX and grandchildren David Jr., Misty, Cheyenne and Alex Elkins, his son Damon Elkins (Kim) of Heber Springs, AR, daughter-in-law Tina Elkins (Wayne), granddaughters Brandi Elkins Moeller (Zach) and Nikki Elkins and his two precious great granddaughters Brynlee and Brystal Moeller all of Eula, TX.

Phil was educated in the "school of hard knocks" and was motivated to make a better life for himself and those he loved.  He built his own tremendously successful insurance marketing company in the 1970s which is still in business today.  He leaves behind a legacy of successful business men and women who got their start working for Phil's agency.  He had a servant's heart and was always willing to take a risk on someone with no experience but who displayed a sense of honor, a willingness to learn and a drive to succeed.  Phil never met a stranger and leaves behind a host of friends who enjoyed spending time with Phil and loved him very much.  Phil was always willing to go above and beyond to help someone in need and he loved people as God loved him.

Phil and Vicki loved traveling, especially on their boat "Macho Nacho," and taking cross-country motorcycle trips.  Phil was spontaneous about traveling and since he loved to surprise Vicki, she learned quickly to keep a bag packed for any occasion as Phil would often say, "pack your bag darlin', we're going to …(wherever).  Vicki loved Phil's spontaneity, sense of adventure, heart as big as Texas, and the thrill of spending time with the greatest love of her life.

Phil lived life to the fullest and often on the edge, enjoying racing motorcycles from a young age all the way into his late 70s, flying airplanes and captaining his own motor yachts.

Phil loved becoming a grandpa and spent many a summer day watching barrel races and ball games.  He was thrilled when Brandi and Zach gave him two beautiful great granddaughters and was looking forward to watching them ride as well.

Phil touched so many lives in a positive way and leaves behind a legacy of devotion and love for his family and friends.

Phil will be laid to rest at Eula Cemetery, Eula, TX on August 17, 2021, at 10:30 am, with a graveside service only.  In lieu of flowers the family requests that donations be made to their beloved church, Destiny Worship Center, 13300 Panama City Beach Parkway, Panama City Beach, FL 32407.
